Whenever people face any complication regarding water and electricity supply, they always criticize Wapda because it is responsible for both of these sectors. For the development of the country, distribution, Transmission, and generation of power and water are in the control of Wapda. ABOUT WATER AND POWER DEVELOPMENT AUTHORITY
In 1947, after the Indo-Pak partition, both countries were divided into two independent countries. The irrigation system was also divided at that time, which ended up in the form of a water dispute among both countries. Indus basin treaty was signed, according to which three eastern rivers were taken control by India and three westerns by Pakistan.
At the time of independence, Pakistan had the capacity of 60MV of power generation for 3.15 million of population. For this much strength, the power was insufficient.
For approximately 12 years, the management of the power and water sector was being controlled by the electrical and Irrigation Department of the provinces. In 1958, after Wapda came into existence, it increased the power capacity to 119MW, which was huge progress for the Government and public.
During 1960 with the rapid population growth, the production of Electricity was a complete need. The progress and development of the country started day by day. So, Wapda took an initial step in the form of the first Hydel and thermal project to meet the requirements of increasing electricity demand.
Within no time, Wapda jumped from 119 MW to 636 MW, which was still unsatisfactory.
In the 1970s, with Rapid success in some Thermal Power units and the introduction of the Mangla Dam in the power sector, Wapda was able to produce a power generation capacity of about 1331MW.
The hold of water and power development authority was in control of the most qualified civil servants, which includes the following personalities:
Ghulam Ishaq Khan– was the first chairman of Wapda and played an important part in the construction and development of Mangla and Warsak Dam.
Aftab Ghulam Nabi Kazi – was a Pakistani bureaucrat and contributed a large role in the completion of Mangla Dam.
Ghulam Farooqui khan – was a politician and businessman and established Wapda.
Since October 2007, Wapda was restructured and divided into two, WAPDA ( Water and power development authority) and PEPCO(Pakistan Electric power company).
After this, Wapda was specified to control and manage all affairs associated with Dams. The authority of water and power development, Transmission, distribution, and regulation was under control by Wapda. The link of thermal power was disconnected from Wapda and authorized to Pepco.
Pepco is now responsible for Thermal Power generation transmission and billing. Pepco manages Wapda’s fourteen public limited companies with respect to thermal power, which are 4 GENCO COMPANIES, 1 National transmission and Power Dispatch Company(NTDC), 9 DISCO Companies(LESCO, FESCO, GESCO, PESCO, IESCO, HESCO, QESCO. SEPCO)
A lot of the old buildings owned by the Government are of the British times when Britain ruled the territories after the fall of the Mughal emperor. Wapda headquarters is included in one of them, which was restructured in the 1960s by an American Architect.
After the establishment of the water and power development authority in 1958, the progress in Wapda increased the demand for operational offices in Lahore. The offices for public services and management were scattered all over Lahore. Wapda House was declared as the headquarters of Wapda in Lahore, located at the Mall Road charing cross having three entrances. The building consists of three wings. The prominent main wing that provides entrance from the mall, the second one opens in front of the charing cross, and shahdin manzil and the third wing faces the Punjab assembly.
It is one of the government-owned building that serves the public and manages other private and public offices of Wapda in the power and water sector. Many power companies, including Pakistan Electric Power Company(PEPCO), is located here because it is the headquarters.
It was constructed by Edward Durell Stone in the 1960s who was an American architecture. It took five years to build this decorative structure. The construction process started in 1962 and was completed in 1967.
It is a 115ft high beautiful building divided into nine stories in which two underground levels are included. From exterior to interior, this structure is built in a square pattern having approximately 1000 rooms.
There are three entrance halls that are connected to a central fully extended hall having a 12m acrylic dome, which is for trapping the heat and spares room for outer light to fall in.
The auditorium for public events, seminars, and conferences is present there in the sub-basement with space for car parking.
Following the Mughal theme, there is also the garden located in front of the building.
This combination of the old and modest interior with Bay Windows on the outside makes it look different from other structures.
The construction of this building was durably designed under a local engineering firm that took plenty of wood, plate glass, and other materials, including 17,000 tonnes of cement and 5650 tonnes of steel.
Zulfiqar Ali Bhutto called this huge prominent government building “white elephant.” It is because of the enormous cost it took to build up at that time, which was 42,643,000 Pakistani rupees.
As Wapda has authority over power and water, the main purpose of Wapda is to provide the country with clean and cheap Electricity and water resources. So Wapda mainly focuses on the optimal power generation as well as the proper water storage.
The charter of responsibilities of Wapda is to focus on the following arrangement and keep a check on these:
- To keep the generation, distribution, and Transmission of power supply in control.
- To analyze water supply and water drainage in the irrigation system of the country
- To prevent waterlogging and manage to recover the saline and waterlogged lands.
- To control flood in the country
- To manage smooth and proper inland navigation
As there is a rapid rise in population, the demand for power and water supply has been expanded. For even delivery in both of these systems, Wapda has planned developmental projects for the future, which will take place within the next coming years.
To reduce the rate of load-shedding and production of cheap power generation, WAPDA has planned to construct five multi-dimensional dams. Within the next 3-12 years, the construction of these water storage dams will take place. The purpose of building these dams would not only overcome water problems but also to provide clean and cheap Electricity all over the country.
These plans would be for the development of the nationwide water and power supply even in the lower regions of the country. The storage of water in these dams will store a lot of water for utilization, which will decrease the rate of the flood every year.
These projects of dams will also be beneficial for consumers due to the cheap and clean electricity supply, which will be made sure to supply equally all over the country.
WAPDA AS AN ORGANIZATION:
The authority consists of the Chairman and three members( power, water, Finance), and a secretary.
Wapda deals with three major departments under which each officer is separately hired.
- Power wing
- Water wing
- Finance wing
In 1961, Wapda began to generate a dual Power capacity than before by introducing its first major project (Warsak power station). Within years Wapda progressed from electricity generation to Transmission and distribution.
Before splitting up of Wapda in 2007, it was able to provide Electricity to more than 136000 villages. After Pepco and Wapda were divided into 14 companies, the working of Wapda got Limited. Now Wapda is playing its Vital role to supply cheap Hydel energy from its 19 Hydel power plants.
Role of power wing:
- To operate and maintain presently running as well as future Hydel power stations.
- To develop future water resources.
- Restoration and practical control of old and new power projects.
- For efficient maintenance of the system, training skilled staff via academies and training centers.
Wapda water wing is responsible for all of the dams affairs and water development projects. Water Distribution, flood prevention, drainage, and irrigation system are all related to the power wing of Wapda.
Water wing deals with the presently ongoing water projects for the development in the field of water resources and keeps on working on upgrading and enhancing the water distribution and utilization through hydropower stations. It also ensures the initial and satisfactory working of the projects and makes sure to timely complete the projects.
For irrigation purposes, in most of the areas, water supplied is from underground, and about 36% of the groundwater is saline. Wapda maintains the waterlogged and saline lands, working on the rehabilitation. It enhanced the Irrigation and crop production intensity from 70% to 110% in 16 acres of waterlogged land, which is a plus point in the agricultural world. In the waterlogged areas, over 15000 tube wells, 12000-13000 km of surface and pipe drains were constructed.
The Indus water projects that were the result of the Indus basin treaty among both the countries occurred under the control of the water wing of Wapda. The project included two dams, Mangal dam(1967), constructed on River Jehlum, and Tarbela Dam(1976) on the Indus river.
In every government-related affair, the finance department is essential to take control of all of the accountability acts. In Wapda, the finance wing is operated under a member of Finance.
All of the financial budgets of presently running and upcoming planned projects are being dealt with by this wing. Technically, all of the financial matters of the other three wings and funds for projects are under the management of this wing.
This Department of Wapda is responsible for financial needs and other funding requirements of all Wapda offices. The management and inspection of expenditure on ministry, offices, and other projects, including foreign loans, are operating under the supervision of the finance wing.
Role of finance Wing:
- Preparation and determination of all of the budgets of the current projects and management of developmental programs.
- Compilation and account management of Wapda projects, all data of the project’s funds, and other accounting processes in the form of reports
- Analyzing the information, recommendations, assistance, and achievements of Wapda’s missions and goals by conducting an internal audit.
The Administrative wing of Wapda is responsible for governing human resources management, which includes a lot of the general services. It is lead by the general manager of the Department. All of the functions under the Administration are performed regarding the policies and procedures of Wapda.
All of the events of Administration are held under the following Directorates:
HR & Administration directorate: Responsible for selecting and hiring new members, retirement processes, information about HR, disciplinary and training processes, regulation of policies.
- Services Directorate:
Handles all of the relations regarding property management and transport facilities, allocation of official accommodation and office space, formulation of policies and other procedures
- Career Management Directorate:
Production and application of plans of career development, posting, Transfers and promotion processes, training, and foreign visits.
- Security Directorate:
Takes care of safety at workplace, enhancement of Wapda security force, safe occupational environment, and regulation of rules and procedures.
MAJOR HYDROPOWER PROJECTS IN PAKISTAN:
Wapda served the country with a lot of the powerplants, which leads to country development. Many are under construction, and many are in the plans.
CURRENT POWER STATISTICS:
Since Pakistan came into existence, an adequate power supply that meets the requirement of the country remains a leading issue. For years, installing a pure system for the generation and supplying sufficient power to the country was challenging for the whole power management system.
The reasons behind these unresolved issues were a rapid increase in demand for electric power, corrupted higher authorities, and some inappropriate team works. Even the high consumers of electric power with strong political and financial backgrounds often don’t pay their bills. According to surveys and records, 2007 was the most crucial time when there was a fall in power production. The country faced load shedding and major blackout till 2016.
With progress in strict Wapda rules and up-gradation of the power projects, there is a surge in electric power generation. The installed power generation capacity has been raised to 37,402 MW, which is a huge achievement for the development of the country. But still, management for distribution and Transmission is required because, with respect to the installed capacity, the authorities are unable to deliver proper power supply. As per domestic and industrial demand, the total capacity required is 25.000 MW, but distribution and Transmission is approximately 22,000 MW.
There is now 86% of the decreased rate in load shedding and blackouts, which is the most beneficial thing for the public. In the last seven years, the growth rate of electricity generation has surged to 64%
29 % of the total power generation is from hydroelectric power stations.
